District of Columbia roofing: permits, codes and approvals
DC Department of Buildings permit rules (in-kind roofing replacement exempt outside historic districts), the 2017 DC Construction Codes and the coming update, and DC mechanic's lien deadlines.
Product approvals
DC has no separate roofing product approval or listing system. DOB inspectors rely on the code's labeling requirements and evaluation reports such as ICC-ES.
City re-roof permits
The Department of Buildings (DOB) handles permits citywide. Outside historic districts, in-kind replacement of roofing and coping needs no building permit; historic properties need DOB's Historic Property Special Permit for minor repairs or replacements.
Code rules
The 2017 DC Construction Codes, based on the 2015 ICC model codes, took effect May 29, 2020. DOB is drafting an update, with final codes targeted for late 2027. Official adoption page ↗
License and insurance
DC licenses businesses through the Department of Licensing and Consumer Protection (DLCP). The home improvement contractor license category, bond and insurance requirements could not be confirmed from an official page.
Lien and contract rules
Record a notice of intent to lien during the job or within 90 days after completion or termination, mail it to the owner within 5 business days, and sue within 180 days of recording.
