Maine roofing: permits, codes and approvals

Maine's MUBEC building code (2021 IRC), the Home Construction Contracts Act for jobs over $3,000, door-to-door home repair seller licenses, and mechanic's lien deadlines.

1 · Product approvals

Product approvals

Maine has no state roofing product approval or listing system. Inspectors rely on the code's labeling requirements and evaluation reports.

2 · Permit forms

City re-roof permits

There is no statewide re-roof permit rule. Towns with 4,000 or more residents must enforce MUBEC, and each town sets its own permit rules, so check the local code office.

3 · Code rules

Code rules

The Maine Uniform Building and Energy Code (MUBEC) uses the 2021 IRC and 2021 IECC, with the amended adoption towns enforce as of April 7, 2025. It applies statewide; towns of 4,000+ must enforce it, smaller towns may. Official adoption page ↗

5 · License and insurance

License and insurance

We found no state roofing or general contractor license in Maine. Contractors who sell home repairs door to door without a permanent place of business in the town need a state transient seller license.

6 · Lien and contract forms

Lien and contract rules

Maine's Home Construction Contracts Act sets contract rules for jobs over $3,000. Lien claimants must sue within 120 days after the last work. Subs and suppliers also file a lien statement within 90 days.
