Massachusetts roofing: permits, codes and approvals

Massachusetts 780 CMR 10th edition residential code, building permits for re-roofs, Construction Supervisor License (roof covering specialty) plus HIC registration, required home improvement contract terms and the one-third deposit cap, and mechanic's lien deadlines.

1 · Product approvals

Product approvals

Massachusetts has no state roofing product approval system. The residential code requires roof coverings to follow the manufacturer's printed instructions or code evaluation report, which govern where they conflict with the code section.

2 · Permit forms

City re-roof permits

Massachusetts uses one statewide building code that cities enforce. Re-roofing is not on the residential permit-exempt list, and the state's HIC chart says roofing, new or replacement, needs a building permit, a CSL and HIC registration. Permit applications must include the HIC registration number.

5 · License and insurance

Yes. Roofing on 1-2 family homes needs a Construction Supervisor License (at least the Roof Covering specialty) from the Board of Building Regulations and Standards. Work on existing owner-occupied 1-4 unit homes also requires Home Improvement Contractor registration.

6 · Lien and contract forms
