New Jersey roofing: permits, codes and approvals
No permit for re-roofing detached one- and two-family homes under the statewide UCC, the IRC 2024 NJ edition, and Division of Consumer Affairs home improvement contractor registration with $500,000 liability insurance.
Product approvals
New Jersey has no state roofing product approval or listing system. Local construction officials rely on the code's labeling requirements and evaluation reports such as ICC-ES.
City re-roof permits
The Uniform Construction Code applies in every municipality. Repairing or replacing the existing roof covering on a detached one- or two-family home is ordinary maintenance: no permit, inspection or notice is required. Structural work, such as deck replacement, is not ordinary maintenance.
Code rules
The One- and Two-Family Dwelling Subcode is the International Residential Code/2024, NJ edition, adopted August 17, 2026 under the statewide Uniform Construction Code (N.J.A.C. 5:23). Official adoption page ↗
License and insurance
New Jersey does not license roofers. Anyone selling or doing home improvement work, including roofing, must register yearly as a Home Improvement Contractor with the Division of Consumer Affairs.
Lien and contract rules
Home improvement jobs over $500 need a signed written contract the homeowner can cancel for 3 business days. Residential liens go through a Notice of Unpaid Balance and arbitration before the lien is filed.
