New York roofing: permits, codes and approvals
The 2025 Residential Code of New York State, local re-roof permits (NYC's deck-replacement rule), county and city home improvement licenses, GBL 771 contract rules and the 4-month lien deadline for single-family homes.
Product approvals
New York has no statewide roofing product approval or listing system. Local code officials accept products labeled and installed to the Residential Code of New York State, backed by manufacturer instructions and evaluation reports such as ICC-ES.
City re-roof permits
Outside New York City, the Uniform Code is enforced by each city, town or village, and each sets its own re-roof permit process. New York City uses its own construction codes and rules.
Code rules
The 2025 Residential Code of New York State (part of the Uniform Code) took effect December 31, 2025, replacing the 2020 edition. New York City is not under the Uniform Code and enforces its own construction codes. Official adoption page ↗
Wind, fire and storm programs
New York has no FORTIFIED grant program and no statute requiring roof-specific insurance discounts. Insurers may offer discounts for roof reinforcement, and contractors must stay out of claim negotiation.
License and insurance
New York State does not license roofers or home improvement contractors. New York City, Buffalo and Nassau, Suffolk, Westchester, Putnam and Rockland counties require a local license.
Lien and contract rules
New York has no preliminary notice for a contractor hired by the owner. File the lien within 4 months of last work on a single-family home (8 months otherwise), and follow GBL 771 contract and Lien Law 71-a deposit rules.
