Oklahoma roofing: permits, codes and approvals
CIB roofing contractor registration and the new residential roofing endorsement, the 2024 IRC adopted by OUBCC, Strengthen Oklahoma Homes FORTIFIED roof grants, Oklahoma City's re-roof permit, and the 72-hour insurance-denial cancellation right.
Product approvals
Oklahoma has no statewide roofing product approval or listing system. Local inspectors rely on the adopted IRC's labeling and standards requirements and on evaluation reports such as ICC-ES.
City re-roof permits
No statewide re-roof permit rule; cities decide. Where a city does issue a permit, state law says permit officials must refuse it for unregistered roofing work and record the roofer's CIB registration number (59 O.S. 1151.3(F), 1151.17).
Code rules
The Oklahoma Uniform Building Code Commission (OUBCC) adopted the 2024 IRC with state amendments, effective September 14, 2026 (OAC 748:20-6-1). It applies statewide; cities may enforce it with their own permit rules. Official adoption page ↗
Wind, fire and storm programs
The Oklahoma Insurance Department runs Strengthen Oklahoma Homes, which pays FORTIFIED Roof upgrades. Many insurers file FORTIFIED wind/hail discounts, but no statute found mandates them.
License and insurance
Yes. Every roofing contractor, including subs and out-of-state firms, must register annually with the Construction Industries Board (CIB) under the Roofing Contractor Registration Act (59 O.S. 1151.1 et seq.). Commercial work needs a commercial endorsement; a residential endorsement is coming.
Lien and contract rules
Oklahoma's mechanic's lien law is in Title 42, but the official statute text could not be retrieved, so lien deadlines are not listed here. The roofing act adds contract rules for insurance-paid jobs.
