Rhode Island roofing: permits, codes and approvals

Rhode Island's One and Two Family Dwelling Code (2021 IRC) with ice shield statewide, CRLB contractor registration for residential roofers (the roofing license is for commercial work), required contract notices, and the 200-day mechanic's lien rules.

1 · Product approvals

Product approvals

Rhode Island has no state roofing product approval or listing system. Inspectors enforce the state code, which adopts IRC Chapter 9 roofing unchanged, including its labeling and evaluation-report requirements.

2 · Permit forms

City re-roof permits

Rhode Island's One and Two Family Dwelling Code does not list roof covering among the work exempt from permit. Towns may issue permits only to CRLB-registered contractors, and the registration number goes on the permit.

3 · Code rules

Code rules

Statewide: RISBC-2, the Rhode Island State One and Two Family Dwelling Code (510-RICR-00-00-2). It adopts the 2021 IRC, and the current version took effect December 1, 2025. Chapter 9 roofing is adopted with no changes. Official adoption page ↗

4 · Wind, fire and storm programs

Wind, fire and storm programs

No state FORTIFIED grant, statutory roof insurance discount or storm-contractor law was confirmed on official Rhode Island sources. Elderly homeowners get a 3-day right to cancel in-home solicitations.

5 · License and insurance

License and insurance

Residential roofers must register with the Contractors' Registration and Licensing Board (CRLB). The separate CRLB roofing license (R.I.G.L. 5-73) covers only commercial and industrial roofing, meaning buildings other than homes of four or fewer units.

6 · Lien and contract forms

Lien and contract rules

Rhode Island lien rights depend on giving the owner notice of possible lien rights before work starts. A notice of intention follows within 200 days, then suit within 40 days of recording. Jobs over $1,000 need a written contract with set notices.
