South Carolina roofing: permits, codes and approvals
Residential Builders Commission roofer registration, the 2021 SC Residential Code (2024 code from January 1, 2027), SC Safe Home FORTIFIED roof grants, insurance-claim roofing contract rules, and 90-day mechanic's liens.
Product approvals
South Carolina has no statewide roofing product approval or listing system. Local building officials rely on the adopted IRC's labeling and standards requirements and on evaluation reports such as ICC-ES.
City re-roof permits
No statewide re-roof permit rule found; the 2021 SC codes are enforced by local building departments, which set their own permit rules for re-roofs.
Code rules
The SC Building Codes Council's 2021 South Carolina Building Codes, based on the 2021 IRC with state modifications, have been in effect since January 1, 2023. The Council adopted the 2024 IRC (2024 SC Residential Code), effective for local jurisdictions January 1, 2027. Official adoption page ↗
Wind, fire and storm programs
The SC Department of Insurance's SC Safe Home program (Hurricane Damage Mitigation Program) gives grants for roof retrofits, with the highest award for FORTIFIED roofs. Insurers must tell policyholders about wind mitigation discounts.
License and insurance
Yes. Residential roofers register with the SC Residential Builders Commission as specialty contractors for jobs over $500. Commercial roofing over $10,000 needs a Contractor's Licensing Board license in the Roofing specialty classification.
Lien and contract rules
South Carolina mechanic's liens (Title 29, Ch. 5) must be served and recorded within 90 days of last work, then enforced by suit within six months. Roofing contracts paid by insurance carry special cancellation and deductible rules.
