Utah roofing: permits, codes and approvals
Utah's statewide 2021 IRC with Utah snow loads, DOPL contractor licensing and its small-job exemption, the State Construction Registry's 20-day preliminary notice, lien deadlines, statutory lien waivers and the owner-occupied residence lien restriction.
Product approvals
Utah has no statewide roofing product approval system. Inspectors rely on the code's labeling rules and evaluation reports such as ICC-ES.
City re-roof permits
The State Construction Code applies statewide, but permits are issued by each city or county building department. Utah's statewide permit-exemption amendments don't mention re-roofing, so check with the local building department.
Code rules
Statewide: the State Construction Code (Utah Code Title 15A) adopts the 2021 IRC with Utah's statewide amendments. Official adoption page ↗
License and insurance
Yes. Utah's Division of Professional Licensing (DOPL) licenses contractors under the Construction Trades Licensing Act (Utah Code 58-55); anyone working in a construction trade for pay needs a license unless exempt.
Lien and contract rules
Utah liens run through the State Construction Registry: file a preliminary notice within 20 days of starting work, record the lien within 180 days of final completion (90 days after a notice of completion), and sue within 180 days of recording.
