Virginia roofing: permits, codes and approvals
Virginia's statewide building code (2021 USBC) and its re-roof permit exemption, DPOR Class A/B/C contractor licenses with the ROC roofing specialty, mechanics' lien deadlines and lien agents, required contract terms, and new insurance-claim roofing rules starting 2027.
Product approvals
Virginia has no state roofing product approval or listing system. Local building officials enforce the USBC, which relies on the model code's labeling and testing requirements and third-party evaluation reports.
City re-roof permits
The statewide USBC sets the permit rules, and localities enforce it. No permit is needed to replace any amount of roof covering on one- and two-family homes unless the home is where the nominal design wind speed is over 100 mph. Up to 100 sq ft is exempt everywhere, and so is up to 256 sq ft of decking. Officials may still require a permit in historic districts and flood zones.
Code rules
The 2021 Virginia Uniform Statewide Building Code took effect January 18, 2024. It adopts the 2021 I-codes, including the residential code, with Virginia amendments. It applies statewide and replaces local building codes. Official adoption page ↗
Wind, fire and storm programs
Virginia has no state FORTIFIED grant program. A new Residential Property Owners Protection Act takes effect January 1, 2027 and regulates roofers working insurance claims and after declared emergencies.
License and insurance
Yes. The DPOR Board for Contractors licenses anyone doing jobs over $1,000. A Class A, B or C license with the Roofing (ROC) specialty, or the broader HIC or RBC, covers residential roofing. The class depends on job size and yearly volume.
Lien and contract rules
Virginia contractors record a memorandum of mechanics' lien in the local circuit court clerk's office. On one- and two-family homes, a lien agent named on the permit must get notice. DPOR rules list what a residential contract must contain.
