Washington roofing: permits, codes and approvals
Washington's L&I contractor registration with a roofing specialty, the 2021 IRC (2024 codes coming May 2027), Seattle's re-roof permit rule, the customer disclosure statement and RCW 60.04 lien notices.
Product approvals
Washington has no state roofing product approval or listing system. Inspectors rely on the code's labeling requirements and evaluation reports.
City re-roof permits
There is no statewide re-roof permit rule. Each city or county building department decides, so check locally before you start.
Code rules
The Washington State Building Code uses the 2021 IRC with Washington amendments (WAC 51-51), effective March 15, 2024. The 2024 codes are set to take effect May 3, 2027. Official adoption page ↗
License and insurance
Washington doesn't issue a roofing license, but every roofer must register with Labor & Industries (L&I) as a general contractor or in the roofing specialty, with a bond and liability insurance.
Lien and contract rules
On home jobs of $1,000 or more, give the customer L&I's disclosure statement before work or lose lien rights. Record a lien within 90 days after last work and sue within 8 months of recording.
