HVHZ Re-Roof Checklist (Miami-Dade & Broward)
The High-Velocity Hurricane Zone (HVHZ) is Broward and Miami-Dade counties, and roofing there follows FBC Building Sections 1512 through 1525 plus the RAS/TAS standards (homes under the Residential code follow its Chapter 44 instead of Chapter 9).
FBC 202; FBC 1512.2; FBC-R R901.1 ↗Every roofing component, system and assembly must have a valid and current product approval; where the manufacturer's literature conflicts with the approval the approval wins, and where Chapter 15 conflicts with the approval the code wins.
FBC 1512.2.1; FBC 1515.1 ↗Miami-Dade inspectors check the underlayment or base sheet, fasteners and installation against the manufacturer's NOA (Notice of Acceptance), so keep the NOA on site.
Miami-Dade Roof Inspection Checklist (FBC 1517.5, 1518.2.1, 1519.1) ↗A permit is required for all roofing work in the HVHZ, including repair and maintenance, and each job needs an HVHZ Uniform Roofing Permit Application signed by a licensed contractor.
FBC 1512.3; FBC 1512.3.1; FBC 1525 ↗Attach to the permit application the fire directory listing page, the product approval pages (front page, system description, limitations, detail drawings), design calculations per Chapter 16 or RAS 127/128 where applicable, and, for a reroof, the signed Owner's Notification for Roofing Considerations.
FBC 1512.3.4; FBC 1525 ↗Give the owner the permit and explain the Owner's Notification items (including that the wood deck may need renailing and exposed-ceiling nail penetrations), with the owner initialing each item.
FBC 1524.1 ↗For shingle, tile and other discontinuous roofs, call inspections during or after the base sheet, anchor sheet or underlayment, during the cap sheet, and during installation of the shingles or tile.
FBC 1512.4.2.1–1512.4.2.3 ↗Mortar- and adhesive-set tile roofs need a TAS 106 field static uplift test before the final inspection, with results submitted to the building official (it may also be required for mechanically attached tile).
FBC 1512.4.2.4 ↗Under shingles or metal, the deck must get one of three underlayments: full ASTM D1970 self-adhered membrane, 3-3/4 inch self-adhered strips or AAMA 711 tape over every deck joint plus underlayment, or two half-lapped layers of ASTM D226 Type II, D4869 Type III/IV or D8257.
FBC 1518.2.1 ↗Nail underlayment with 12-gauge ring-shank nails (at least 20 rings per inch, 3/8 inch head) through 1-5/8 to 2 inch, 32-gauge tin caps on a 12-inch grid with 6-inch spacing at laps, penetrating through the sheathing.
FBC Table 1518.2.1; FBC 1517.5.1; FBC 1517.5.2 ↗Install asphalt shingles per RAS 115 and the product approval with at least six nails per shingle, set the starter course, eaves, rakes, valleys and intersections in an 8-inch bed of approved adhesive or cement, and keep shingles within 1/4 inch of the drip edge.
FBC 1518.7; FBC 1518.7.3.2; FBC 1518.7.3.3 ↗Asphalt shingles, quarry slate and wood shingles or shakes are limited to a 33-foot mean roof height unless the product approval specifically allows more.
FBC 1518.7.2; FBC 1518.6.4; FBC 1518.10 ↗Tile goes over a solid sheathed deck per RAS 118 or RAS 119 (mechanically fastened, with counter battens or horizontal battens) or RAS 120 (mortar and adhesive set), using underlayment tested to TAS 103/TAS 104, and must extend 3/4 inch to 2 inches past the drip edge.
FBC 1518.8.1; FBC 1523.6.5.2.1; FBC 1518.8.7 ↗Edge metal must be at least 26-gauge G-90 steel (or the listed equivalent) with a 1-1/2 inch face reaching 1/2 inch below the sheathing and a 2-inch deck flange, lapped 4 inches in flashing cement and nailed 4 inches on center with 12-gauge ring-shank nails per RAS 111.
FBC 1517.6; FBC 1517.6.2.1; FBC 1517.6.2.5; FBC 1517.6.2.6 ↗On a reroof, replace all deteriorated sheathing and make sure the deck is fastened to code, and do not recover over wood shingles, shakes, slate, tile or metal shingles (shingles may recover only one existing shingle layer).
FBC 1521.5; FBC 1521.16; FBC 1521.17 ↗
- The 9th Edition (2026) Florida Building Code takes effect December 31, 2026, per Miami-Dade County; the Florida Building Commission workplan lists the same date and notes the code takes effect 6 months after publication.
- RAS 115: a new Section 12.2 requires hip and ridge shingles to meet new FBC Building Section 1518.7.4.
- RAS 118, 119 and 120: Table 1 (available underlayment systems) is deleted, and every tile underlayment system must be tested and hold a product approval as tile underlayment.
- RAS 118, 119 and 120: tile fasteners must penetrate 3/4 inch into the sheathing even when battens are used; RAS 118 and 119 are limited to slopes of 4:12 and greater.
- RAS 127: the scope now requires roof tile underlayment to meet the design wind uplift pressures; TAS 103 drops its wind uplift test; TAS 106 now uses ASCE 7 Zones 1, 2 and 3 instead of field, perimeter and corner.
- The Commission's Chapter 15 change analysis for FBC Building could not be read past Section 1504.3, so 9th Edition changes to Sections 1512–1525 themselves are not listed here.
